行政管理论文范文 大纲 摘要1 Abstract1 一、对教育行政职能的解读3 二、教育行政职能有限的表现形式3 三、有限的教育行政职能发挥有效性的途径思考5 四、结语10 致 谢11 参考文献:12 注 释:12 摘要:近代国家以公共权力介入曾被当作私事的教育领域意味着教育行政的产生,世界各国的政府都以不同形式和不同程度在教育发展中承担着重要的责任。教育行政作为国家行政的组成部分,教育行政自然要履行国家的行政职能,具有行政职能所有的特性。教育行政组织是国家行政组织的重要组成部分,是从国家行政组织中分化出来的。教育行政管理体制是一种制度化的组织单位,其拥有的权限及其演变体现出国家行政权力对教育事业发展的力度和范围。[1]政府行政职能的有限性决定了教育行政职能也同样具有有限性,因此对教育行政职能必须适度界定,以便能够保证有限的教育行政职能得到有效发挥。 关键词:教育行政,职能,有限性,有效性 Abstract: The modern nation’s involvement of public authority once considered as the private affair of education means the production of educational administration. The governments all over the world are using their different forms and various degrees to undertake the responsibility in the development of education. The educational administration is a part of national administration; it should fulfill the national administrative function and has all the characteristics that the administrative function has. The educational administration organization is the important part of National Administration Organization which splits up from National Administration Organization. The educational administration management system is a kind of institution organization, the jurisdiction and the evolution manifests the dynamics and scope of national administration authority that to the education development. The finiteness of Government administration function decided the educational administration function also has its finiteness; therefore we should moderately limit the educational administration function.
