Civil participation in administrative democratic process is the need of administrative democracy, and also the need of civil benefits. However, due to historical and practical obstacles, civil participation level in administrative democratic process is not high. To this end, both the government and citizens should work together to remove obstacles. On the one hand, expand civil participation and realize the administrative democracy; on the other hand, citizens can protect and promote their legitimate benefits better.
