摘要
在市场经济条件下，创新是企业发展之源，是企业在激烈的市场竞争中寻求生存发展的必由之路，也是企业获得竞争优势的重要方法与手段。在我国，中小企业的个数占总企业的绝大多数，已经成为国民经济的重要组成部分。在市场经济发展的今天，中小企业要想生存与发展，创新是唯一突破口。中小企业要想发展必须建立一套完善的制度创新体系，制度创新分别从产权制度、组织制度、管理制度等方面的创新来完善企业的制度。21世纪是中小企业发展制胜的年代，中小企业要通过各种方式不断创新从而提升自身的竞争力，取得高速的发展。

ABSTRACT
Under the control of Market economy, innovation by which the enterprises can gain competitive advantages and survive in the fierce market competition, is really important to the development of enterprises. In our country, most enterprises are SMEs, which have become important components of the national economy. With the development of the market economy today, innovation is the only way the SMEs can use to survive and develope. SMEs must establish an institutional system of innovation in order to develop, and system innovation can improve enterprise system by the innovation of property-right system, organizational system, management system and so on. The 21st century is an era that SMEs can win by their own development, they should use various means of innovation so as to highlight their competitiveness, so that achieve rapid development.
