Research suggests that an importantdeterminant of reform success is the ability of societies to address thedistributional impacts coming from an increase in producer prices. Ethnicityplays a role insofar as this is correlated with the ruling regime, but what appearsto matter more for sustained performance is that the reforms do not threatenpolitically powerful groups with significant income (rent) losses. Greater political/socialconsensus on the nature of the reforms helps to sustain them and to manage theimpacts of post reform exogenous shocks. It also helps to develop moreefficient institutional structures that help to mitigate shocks. [hide] [/hide] |
