After a slow start,we are now seeing increasingly rapid developmentof Internetbusinesses in China.
The pace of development has really been quickening as more and more of the population gain access to
the Internet. The development of online enterprise in China, while borrowing heavily from the more
developed markets, is showing strong signs of being innovative. In the meantime, in order to reach its
full potential, there are many Internet-related issues still needing to be confronted, not least of which is
the regulatory regime. Controversial action by the Chinese government in respect of Internet companies
such as Google,Yahoo! and Microsoftcontinues to loom as problematic.This reportlooks atvarious
aspects of the emerging new Internet economy in China.


2. INTERNET REGULATIONS AND CENSORSHIP
2.1 OVERVIEW
Sweeping Internet regulations were published in October 2000:InternetInformationService
andManagement RulesandInternet Billboards Publication Rules .Theseregulationslimited
foreigninvestment,required strictsurveillance against‘subversive’ contentand threatened to close
down anyunlicensed companies.

By holding companies responsible for blocking vast categories of illegal content on their websites and
chat rooms, the rules also illustrated Beijing’s determination to contain the spread of ideas deemed
dangerous to Communist Party rule. The regulations ban any subversive content that supports cults, that
‘harms the reputation’ of China, or that hurts reunification efforts with Taiwan, among others.
