【内容提要】建立矿产资源开发生态补偿机制，加速矿区生态环境修复进程，已经成为当前我国建立和完善生态补偿机制国家战略的优先领域。阐述我国矿产资源开发中造成的主要生态环境问题，系统分析我国矿山环境治理与生态恢复政策进程和实施效果，梳理我国建立矿产资源生态补偿机制面临的现实困难和机制障碍。结合我国矿山环境治理与生态恢复工作中存在的问题，重点从补偿资金的筹措机制、使用机制、行政部门间协调规划、监督管理机制等方面，提出建立我国矿产资源生态补偿机制的政策建议。

【英文摘要】The establishment of eco-compensation mechanism for mineral resources exploitation to accelerate the process of eco-environmental restoration in mining areas has become a preferential part in China's national strategy for the establishment and improvement of the eco-compensation mechanism. This paper expounds the major ecological and environmental problems caused by exploitation of China's mineral resources, analyzes systematically the policy process of China's environmental management and ecological restoration in mining areas and its results of the implementation, and explores the practical difficulties and institutional obstacles faced by the establishment of such mechanism. By revealing the existing problems in the work, it puts forward some policy suggestions for the establishment of the ecological compensation mechanism from such focuses as the mechanism for raising and use of the compensation fund, the coordination and planning between the executive departments, the supervision and management mechanism and so on.
