【内容提要】作为一个人口大国，耕地保护问题是我国土地管理的基本命题。以耕地保护产权不清为特征的基本制度缺陷是耕地保护制度失灵的主要原因。为保护耕地，确保国家粮食安全和社会稳定，需要建立耕地保护区域补偿机制。以耕地赤字区福建省和耕地盈余区黑龙江省为例，从耕地保护区域补偿的对象、价值标准、面积标准、补偿资金的运行管理、机制监督以及保障措施等方面，探讨了我国耕地保护区域补偿机制的运行。

【英文摘要】The cultivated land preservation is the basic proposition of land management in China because of our big population. The confusing property rights of cultivated land preservation is the reason of the institution failure. We need to construct regional compensation mechanism of cultivated land preservation to insure food security and safeguard social stability. From the aspects of the compensation object, the value standard, the acreage standard, the management of compensation funds, the mechanism of supervision and the safeguards of regional compensation mechanism for cultivated land preservation, the paper analyzes the operation of the regional compensation mechanism for cultivated land preservation, taking Heilongjiang Province and Fujian Province as examples.
