there are a number of criteria, among which research potential, capability are very important. if you have a number of publications, your application would be easier. or if you have related experience in multinational or inter-governmental organisations.

PhDs are always not easy, due to the financial commitment from the university. A lot of professors are reminding students that getting an offer with full scholarship is your "good luck".
