I think the secretary of the Party committee is mostly a part-time job of some department manager. And it's not required to disclose the information of the secretary if it is a public-listed company.
In my mind, a good company can cultivate a positive atmosphere, where employees exactly know what they should do and what they should not do. They are encouraged to do the right thing, and can get guidance when necessary. A confusing company is one where employees often don't know how to deal with problems and sometimes are enticed to do some improper things, and are later punished without the sense of fairness. Maybe we can call it corporate politics, for no other words can describe it.
