Sometimes I don't know whether state-owned companies in supplying utilities, or state-owned monopolies, are better than companies with more diverse forms of ownership.
Today I read news about UK governent providing money to a privately owned wind power station to stop generating electricity, because the government is worrying about that the wind disater may cause the power station to generate too much electricy which will be in excess of the working load of the national grid. If the wind power station was owned by the state, I think an instruction would be enough and everything would be solved more easily.
Besides, concerning to crisis management, we are more confident in state-owned companies, believing they are more prepared to deal with emergencies. But the TEPCO is disappointing. Of course, if it was owned privately, nothing would be better and maybe aftermath would be more severe as government might render less help to the company, instead, maybe more reprimands.
As to the new energy, I think the participation of privately-owned ones will arouse the impassion to generate and use new energy nationwide and may evoke more innovations. But without proper instructions and managements, redundant projects and wastes will come up and the situation may be messed up.
China has signed a contract with Japan to cooperate in the construction of new energy. For Japan, it will have strong will to innovate in the new energy project as Japan has few natural resources. China also endeavors to cut cost and reduce pollution, thus looking for new clean energies. I hope the cooperation will bear fruits soon in the coming years.
