I think this measure is for the settlement of  loan problem which small business are facing. Maybe it is not the right time to ease monetary polity.

An easing monetary policy will lead us back to higher inflation! Although there seems to be a lower growth of CPI in the short run, prices are still going high only with a smaller gain in one month!

It's  good news for those who are desperately in need of money.
