just like the analysis from the Asian Development Bank  that most of china's  SEMs just do an ODM. they don't have high-tech just have cheap labors. now our country summon to "change  the way and adjust structure". though many SEMS are near to bankruptcy it is also a good chance to have some changes. it means the survival of the fittest.
