我的理解是：如果说找工作是瞬间发生的事情，那么所有的失业阶段是短暂的，并且natural rate会接近0.
spell可以理解为：a period of a particular kind of activity, weather, illness etc, usually a short period
brief可以理解为：continuing for a short time
