Logic of Appropriateness and Countervailing Power in International Energy Interdependence
Abstract: In order to understand international trends in energy policies it becomes necessary to
highlight norms, practices and values as impacting factors on energy policies. The approach corrects a
strong stance on path dependencies in energy policies. Highlights that the energy security is not
linearly linked to a resource distribution. In turn, negative interdependencies and a subsequent conflict
of appropriateness represent major causes for security considerations. For instance, resource
nationalism, conflict of norms around the role of oil and gas cartels as well as a clash between a
security of supply and a security of demand represent major areas of conflicts of norms. In turn,
conflicts of norms influence countervailing power policies of diversification. The article then highlights
a cyclic interrelation between interdependencies and countervailing power. Indeed, countervailing
power may further reinforce a dependency on external energy supplies and thus keep a conflict of
appropriateness.
