'Don't complain about things that you can't change'. It's a good title, however, it doesn't mean to give up but try best to drive the change , though it can't be changed right now, there exists the hope it will change one day.
I intended to comments on the last points of the lz. But I have to leave the library right now.

Migrants  problem has been a social focus , it is difficult for  ZF to solve it efficently and quickly in my eyes, it is not beacause ZF take no actions but because the situation is too complicated in china.  Of course ZF desires to seek  effective solutions becasue labor factors are determinable in economic development and it is clear that migrants' education ,skills and experience will inavoidablly influence the comprehensive quality of the labor force.  So we can do what we can first!

I think both the corrected and original statement were not clear. Here is my recommended revision in bold.

It's not clear that who have no choice no matter you use either "there" or "it" in the statement.

Therefore, we have no choice but to adapt to various situations and make positive changes to build a better life, and hopefully improve our social status.

Migrants desire to get high school education in Shanghai,and natives in Shanghai want to study in developed countries. So the hope promote everyone  to the next higher level.

it is a difficult problem . it looks like that if the migrants' children can be treated equally then they may change their fates. they may need not  to follow their parents fate. but it is impossible to be treated equally because some policies are just for the local students. for example the low cutting score of college entrance examination. if this can be achieved then there will be more migrants'children.
but if the children didn't follow their parents then they cannot be cared well.
the ultimate method is to change our development mode to reduce migrant and achive equal development and equal education  right.

It's not only to do with local governments but also the central government and other second-tier cities. The central government ought to come up with various policies attracting potential migrants to the second-tier cities, such as Qingdao, to stop or slow down the migration to those first-tier cities like Beijing and Shanghai which are already too populous to enjoy a better life there. The central government should focus on the farsighted plans to avoid the future issues rather than only concentrating on what-now problems.
