Frankly speaking, I think that depends on your objective.
Personal Perspective:
SAS is professional, integrated, standard, and has been validated. You can create a set of macros to make your regular job done fast and accurate with a comfortable output, which is just as you could set up a nice product line. But what could not be ignored is that it has so many mines when you use it, such as proper format, right statement, etc. And SAS only includes some mature algorithm.
While, R is free and simple(I mean no trivial *****). When you are doing somekind scientific research but not regular clinical study, it is a good choice. New methods, latest algorithm can be got on the Internet. Ok, actually I am not that much familiar with R. But some one I know use it for research job. Seems like it is realy flexible.
