S. / 236 Summary / 238 Reference / 243 Postscript / 258 序言 -------------------------------------------------------------------------------- 内容提要 中国选择渐进式改革道路，成功地走过了20余年的改革历程。学术界曾经掀起的“激进”与“渐进”之争、“市场”与“股份”之争、“产权”与“竞争”之争，在改革的实践摸索中已经有了初步的答案。用激励机制改革代替简单的私有化、竞争出效率的观念已经深入人心，并在理论上得到了升华。本书从放松规制角度，进一步阐释了渐进式改革的逻辑和次序。 与成熟市场经济中的放松规制不同，转轨经济中的放松规制不仅包括自然垄断性产业，还包括竞争性产业，而且实际上是一个体制变迁的过程。在制度经济学看来，经济系统是一个复杂的演化系统，遵循着非线性的演化规律，经济系统的效能依赖于各种制度规则。制度规则演化的动力来源于开放和竞争打破了制度供求的平衡，制度失衡形成了新的赢利机会，促使利益最大化的经济人不断创新和模仿，形成系统的自组织过程。 在放松规制的制度演化中，厂商策略和产业组织扮演着重要的角色。 社会主义初级阶段理论倡导的提高劳动积极性，短缺经济留下的巨大供给缺口，引发了巨大的赢利机会，在国家财政投资能力限制及其导致的地方分权的促动下，诱发了乡镇企业、军工企业、三资企业和个体私营企业的大举进入。但地方分权体制的过度发展造成了两个困难：投资与进入过度和退出的行政性体制壁垒。因此，供求平衡后地方分权体制成为改革的对象之一。 从产业组织的角度来看，在消费市场均一化的情况下，即使信息不对称，伯川德竞争和多厂商古诺竞争说明，竞争性产业的价格规制是无效的。在消费市场细分化以后，产品差异化要求的巨额研发投入，以及金融市场不完善造成的大企业融资成本较低，决定了产业重组和市场集中的必然结果。 自然垄断产业的技术特点常常成为规制的理由。但现实中经常存在规制失效：首先，规制者面临的信息不对称问题使规制失效；其次，规制者经常被产业利益集团所俘虏；再次，规制的范围实际上并没有传统上所认为的那么宽泛；再其次，技术进步大大降低了固定成本；又其次，可竞争市场理论表明，从长期来看所有的成本都是可变的，因而长期进行自然垄断的独占规制是不合理的；最后，可以用接入和互联标准与质量检查相结合的外部契约规制，代替传统的自然垄断独占性规制。在竞争性产业趋于供求平衡以后，自然垄断产业的瓶颈约束越来越强，从而产生了自然垄断产业发展的巨大空间和赢利机会，于是，类似的放松规制过程再次在自然垄断产业重演。 综上所述，在本文的框架里，渐进式改革道路有着深厚的理论基础。先营造竞争的市场环境，并伴以激励机制体制的相应改革，不过是放松进入规制而已，是放松规制的系统改革的第一步；在供求平衡以后，价格规制事实上不再起任何作用，放松价格规制应运而生；随着产品市场的逐步发育和成熟，产品升级和技术竞争将成为主要的竞争手段，产业重组和市场集中就会要求要素市场价格改革
