1. 历史角度
Global economy brings in global competition. Innovation is an effective competitive edge.
To survive, you have to rely on innovation by increase R&D investment.

The strategy lasted more than thousand years .  We did a good job at it until two hundred years ago.
We enjoys splendid history in majority of the past 5000 years. We were really good at innovation.
To prevail we have to do it right now.

2.主要信条
Chinese history turned to a brand new page in 1949. The legality of current government is improving social well-being effectively and continuously. No exception for this generation of government.

3.为谁牟利
The government earning comes from taxation. Policy makers will do whatever it takes to fulfill this mission. They know the urgency of innovation, and they know how to get it. Hopefully, government will finally get its return as various of taxes. Fortunately, everyone will get benefit in form of increased salary, improved quality and decreased cost.

4. 等角度
The consequence of failure to do so is prohibitive, the price may be too heavy to bear: isolated from international market gradually, jeopardized reputation day by day, higher unemployment, lower morale and unrest. I believe no one wants to see it.
