China Will Do Its Utmost To Support E-Commerce Development And Establish Rules For Online Businesses To Operate In A Clear And Fair Manner, Premier Li Keqiang Said

BEIJING, Dec. 18 (Xinhua) -- China's domestic rating agency Dagong Global Credit Rating Co. Ltd. announced Tuesday it would maintain the local currency credit rating of the country at AA+.

It also decided to maintain the foreign currency credit rating of China at AAA with a stable outlook, according to its report released Tuesday.

China's economy has turned onto the stage of comprehensive structural adjustments, with "clear growth prospects" in the mid- and long-term, Dagong said.

The agency said the financial risks following the country's large-scale credit expansion in 2009 have been gradually resolved.

In the short-term, China's macro-policies will focus on enhancing the quality of growth, and further digesting potential risks in the economy, the agency said.

It foresees GDP growth this year at 7.8 percent and 8.5 percent in 2013. As momentum continues to improve and the economic structure further optimizes, China's annualized growth rate for the 2011-2020 period will average at eight percent, the agency added.

The optimistic outlook came as a range of key economic indicators, including industrial output and manufacturing activities, pointed to a warming-up in China's growth, posting a 7.4-percent expansion in the third quarter, the weakest growth in more than three years.

And the country's repeated pledges of deeper reforms are widely expected to unleash more growth potential to the economy.

In a statement issued after the closure of a tone-setting central economic work conference over the weekend, Chinese authorities said "enhancing quality and efficiency of economic growth" will be a "central task."

Also in the report, Dagong said the slight climb of China's non-performing loan ratio will have a minor impact on the country's financial system.

It predicts the bad loan ratio of Chinese commercial banks will edge up to between one percent and two percent and then stabilize at that level.

Dagong said the banks' high bad loan provisions will cover the losses, while incurring little impact on their capital adequacy.

The agency also predicts the deficit ratio of governments at all levels will be 1.5 percent and their liabilities at 28.1 percent.

China will do its utmost to support e-commerce development and establish rules for online businesses to operate in a clear and fair manner, Premier Li Keqiang said on Thursday.
"The rapid development of China's e-commerce has greatly boosted consumption, beyond our expectations," he said at an Internet-themed meeting with global corporate leaders in Hangzhou, Zhejiang province.
The Internet has given the economy greater impetus for its development, Li said, noting that thousands of business startups, and job opportunities, have been driven by e-commerce.
China met this year's employment target in the third quarter, and an important reason for this achievement is that many small- and micro-d businesses have been created and are flourishing due to the government's administrative reforms, he said.
These enterprises, in turn, have helped to boost online sales and facilitate logistics, a key sector of the market economy, he said.
Li pledged that the government will support e-commerce and cross-border e-commerce, as well as cloud computing despite possible concerns of more traditional industries, in order to boost jobs and increase incomes.
The Premier also said China will contribute to establishing rules for online businesses to operate in a safe and transparent environment.
The government will maintain Internet security and safeguard the legitimate interests of online companies, and crack down on illegal acts such as violations of intellectual property rights and privacy, Li said.

Alibaba taps Silk Road Economic Belt

China's e-commerce giant Alibaba Group is strengthening its position along the Silk Road Economic Belt. It has signed agreements with Gansu province, Ningxia province and Xinjiang autonomous region to develop e-commerce, cloud computing and big data in China's western region.

"From here, we see an opportunity, an opportunity to sell produce from Xinjiang to the entire country and the world," said Jack Ma, Chairman of Alibaba Group, at Xinjiang E-commerce Forum. "Cross-border trade will be our next priority."

China's Silk Road Economic Belt strategy, proposed by President Xi Jinping, is designed to strengthen the infrastructure along the region. The "belt" on land aims to promote greater connectivity between China and the central and western parts of Eurasia.

Seeking business opportunity from the government's initiative, Alibaba has formulated its own long-term strategy of expending to western region. It's in negotiations with several provinces along the belt beside Gansu, Ningxia and Xinjiang autonomous region.

Local governments are enthusiastic about the tech giant's effort to expand its presence in the western region. With help from Alibaba, Gansu aims to become the data hub for the belt and farm produce from Xinjiang can reach global customers.

The strategy has taken into account the development of the Silk Road Economic Belt, said Gu Jianbing, public relations director of Alibaba Group, to chinadaily.com.cn.

"But our main goal is to help the areas with e-commerce," he said. Gansu, Xinjiang and Ningxia Hui regions are rich in farm and pasture products, while market capacity there is limited, Gu added.

He said that Alibaba is dispatching a team to help connect local businesses to online platform.

"Alibaba is also discussing with authorities in Shaanxi province, and hopes to reach an agreement soon," added Gu.
