非也，我指的是lz问题和公共的悲剧模型有类似的分析方法。

考虑个人边际收益（以及边际成本）和社会总边际收益（成本）的关系及比较，还可以此上升为效率的讨论。

Because in group A the less consumer will pay part cost for the more consumer,so every student has the impulse of consume more.The most consumer only can maximize his/hers utility.In this condition,the group A will pay for a bigger bill that group B,For the member of Gruop A there is no personal budget sanction!
