It is definitely not a good idea to have a new enemy rather than to make a new friend if one intends to survive in academic arena. I have been rejected for a couple of times due to various reasons which nobody can really do anything to it, but I am still benefiting from the networks I formed with those people who appreciate my capability.
Anyway, my point is, maybe it is just not suitable for both of you. In this case, it is far better to figure this out sooner. btw, offer is very very easy, fund is problem for everybody, particularly for professors who can hardly affect the decision making of scholarship offers. keeping on trying and u'l find ur way out. good luck.
