热心指数，学术水平和信用等级如何得到？

感觉这个做法是在学习CSDN?

In terms of giving promotion to other users, I think the level of user which can give credits to other topic issuer would be the key.

To the best of my knowledge, need a "senior college"? or Bonus Point >= 20 could start giving credits to a topic only... please rectify me if necessary.
