讲完了汇率，我又要讲第二个大战，也是奥巴马发动的贸易大战。你记不记得9月12号，奥巴马总统签署了轮胎特保案，同志们，有些战争是不能败的，轮胎特保案是美国过去第七次特保案，前六次都被美国总统否决了，只有第七次，9月12号通过。经过调查的结果，他们提出，2004年到2008年，中国出口到美国的轮胎市场份额增加了12个百分点，而期间美国本土轮胎的份额刚好也减少了12个百分点，中国的增加就是美国的减少。美国人要我们答辩，当时我们派出一个代表，（徐文英）女士，最后发现首席谈判代表不太会说英文。我想告诉各位，这真是遗憾，不会说英文还好啦，提出三个答辩，答辩一：美国的市场份额下跌12个百分点所导致的4400人失业，那都是金融海啸的错，她讲了这句话之后全场愕然五秒钟，接着哄堂大笑，你知道为什么吗？因为美国国际贸易协会提出的数据就是，2004年到2008年，那是金融海啸之前，你那是什么回答，牛头不对马嘴，瞎掰。
　　　　第二个回答，我们竟然发现徐文英豪笑公堂，痛骂美国国际贸易协会，说你是美国的机构，有什么资格调查我们。我想告诉各位一个简单的故事，你去翻阅一下2000年中美关系法案当中的4·21条款，它是怎么说的？4·21条款是这么说的：中国政府同意美国国际贸易协会对中国出口进行调查并制裁。是我们同意的，各位听懂了吗？因此美国国际贸易协会的调查权利不但是美国的授权，也是中国的授权，你作为谈判代表井然不知道这一点，还想豪笑公堂；我觉得美国人还是比较善良的，没有当场判你藐视司法，把你抓起来，就不错了。
　　　　　　第三个答辩，她说你敢制裁我们中国，我们就不卖便宜轮胎给你，然后美国买不起，然后就换轮胎了，所以开着旧轮胎上高速公路了，所以高速公路的车祸就增加了。全场愕然10秒钟，因为大家以为她在开玩笑，最后发现不是，哄堂大笑。这就是我们的水平。然后把这三个答辩送给奥巴马总统，我相信他嘴角肯定闪出一丝微笑，立刻签署

Commerce Finds Subsidization of
Certain Oil Country Tubular Goods from the People’s Republic of China
• On November 24, the Department of Commerce (Commerce) announced its final determination
in the countervailing duty (CVD) investigation on imports of certain oil country tubular goods
(OCTG) from the People’s Republic of China (China).
• For the purposes of CVD investigations, subsidies are financial assistance from foreign
governments that benefit the production, manufacture, or exportation of goods.
• Commerce found that Chinese producers/exporters of OCTG have received net countervailable
subsidies ranging from 10.36 to 15.78 percent.
• Mandatory respondents Jiangsu Changbao Steel Tube Co., Ltd., Tianjin Pipe (Group) Co.,
Wuxi Seamless Pipe Co., Ltd., and Zhejiang Jianli Enterprise Co., Ltd. received final subsidy
rates of 11.98, 10.36, 14.61, and 15.78 percent, respectively. All other Chinese
producers/exporters received a final subsidy rate of 13.20 percent.
• As a result of this final determination, Commerce will instruct U.S. Customs and Border
Protection to collect a cash deposit or bond based on these final rates.
• The petitioners for this investigation are: Maverick Tube Corporation (TX); United States
Steel Corporation (PA); TMK IPSCO (IL); V&M Star LP (TX); Wheatland Tube Corp. (PA);
Evraz Rocky Mountain Steel (CO); and United Steel, Paper and Forestry, Rubber,
Manufacturing, Energy, Allied Industrial and Service Workers International Union, AFL-CIOCLC
(PA).
• The merchandise covered by this investigation consists of certain OCTG, which are hollow
steel products of circular cross-section, including oil well casing and tubing, of iron (other than
cast iron) or steel (both carbon and alloy), whether seamless or welded, regardless of end finish
(e.g., whether or not plain end, threaded, or threaded and coupled) whether or not conforming
to American Petroleum Institute (API) or non-API specifications, whether finished (including
limited service OCTG products) or unfinished (including green tubes and limited service
OCTG products), whether or not thread protectors are attached. The scope of this investigation
also covers OCTG coupling stock.
• Excluded from the scope of this investigation is casing or tubing containing 10.5 percent or
more by weight of chromium, drill pipe, unattached couplings and unattached thread protectors.
• The merchandise covered by this investigation is currently classified in the Harmonized Tariff
Schedule of the United States (HTSUS) under item numbers: 7304.29.10.10, 7304.29.10.20,
7304.29.10.30, 7304.29.10.40, 7304.29.10.50, 7304.29.10.60, 7304.29.10.80, 7304.29.20.10,

• From 2006 to 2008, imports of OCTG from China increased 357.67 percent by volume and
were valued at an estimated $2.7 billion in 2008.
NEXT STEPS
• The U.S. International Trade Commission (ITC) is currently scheduled to issue its final
determination on or before January 7, 2010.
• If the ITC makes an affirmative final determination that imports of OCTG from China
materially injure, or threaten material injury to, the domestic industry, Commerce will issue a
CVD order.
