不能太盲目的考博士啊，毕竟博士一读就是好几年，还不如在工作上找机会突破一下呢

I think you should concentrate on your current job, while study some enterprice management courses/materials to increase your knowledge in this field.
The main reasons for this are:
you are with top 500 in the world, that is not a bad job;
you are doing management already;
you have training in phylosophy that will be good in thinking and expressing your points;
working in enterprises may be better than other types of management, given your current situation that your training so far is not in management;
you are in second level provincial cities and it is easier for your wife to find a job there.

It also helps with your housing option with the current job and location, that is, having income and in a city where housing is not very expensive.
Of course, you need to come up with a practical idea for and solution to your housing issue.

感觉还行呀，关键把本分工作做好，垂直上升吧。我一朋友开始工作还不如你，但工作之余坚持学英语，后来30岁时候借钱开了家外贸公司，现在做得不错了。放眼未来，武装自己，机会很多，自我造化了。
