The Trump administration is considering new restrictions on sales of U.S. technology to China, according to people familiar with the plan, in an action that could heighten tensions between the countries a month after they signed a trade pact with Beijing.
据知情人士透露，特朗普政府在与北京签署贸易协定一个月后，正在考虑对向中国销售美国技术实施新的限制措施，此举可能加剧两国的紧张关系。
The Commerce Department is drafting changes to the so-called foreign direct product rule, which restricts foreign companies’ use of U.S. technology for military or national-security products. The changes could allow the agency to force semiconductor factories globally to get licenses if they want to use American equipment to produce chips for Huawei Technologies Co., the people said.
商务部正在起草对所谓的外国直接进口产品规则的修改，该规则限制外国公司将美国技术用于军事或国家安全产品。知情人士说，如果美国通用电气公司想利用美国设备为华为技术公司生产芯片，该公司可以允许该机构在全球范围内强制半导体工厂获得许可证。
In addition, administration officials are considering another Commerce Department proposal to halt deliveries of jet engines co-produced by General Electric Co. for a new airliner being developed in China. Administration officials are set to discuss the various restrictions Thursday, and on Feb. 28 the full cabinet is expected to address it and other China trade policies.
