My purpose her'e is to focus on the policy structure for implementing water quality programs affecting agriculture. My contention is that institutional structure does make a difference both in terms of policy output and distribution of implementation cost. While I can't be precise as to what difference it makes, I can suggest important structural issues. I will mention institutional techniques for water quality improvement, but will concentrate on organization.
