最近准备在world development上发文章，但是一些投稿细节不是很清楚，所以想请教一下各位大仙这个杂志的投稿细节。
包括 稿件格式、审稿速度、审稿费和付费方式，对中国的偏好等。

稿件的格式只要足够format就行，就是说只要和正规的论文一样正式就行了。细节问题编辑会帮你修改，没有特别严格的格式要求。国外的杂志一般都是不要审稿费的。你可以通过网上投稿，Email投稿和邮递投稿三种方式。网上投稿有“Online Submission（在线投稿）”窗口，准备好文稿的Latex 文件，按照要求操作就可以了，很方便。投稿成功，它会立即通过Email 发个收条。几天后，编辑部还会通过Email 发个正式收条，给出文稿的正式编号。网上也可以看到你的文稿目前的处理状态。世界最大出版商之一，Elsevier 出版商，为作者专门设立了Author Gateway。它的网址是：http : //authors:elsevier:com不妨登录一下（校内网是免费的），你会得到“The fast and effcient service for authors to submit,track and stay informed about their favourite Elsevier Science journals”。通过Email 发送的只需发文稿的“PDF”文件或者“PS”文件。不要发“dvi”文件，因为这个文件会有不正确显示。邮寄稿件时，要看清邮寄地址。寄到国外稿件一般不需要挂号。

不管你用什么方式投稿，都需要写一封叫做“Covering Letter”的信。“A covering letter must ac-
company each submission indicating the name, address, telephone and e-mail address, and FAX numbers
of the author to whom all correspondence and proofs are to be addressed. An affliation must be supplied
for each author. ”在线投稿时，也得先把信写好，免得到时手忙脚乱。
