The transformation of government’s function means that the government, in a certain period of time, according to the economic and social development needs, transfers and changes its scope of functions, content and means. In the process of the function transformation, our government needs to. define its functions accurately, improve and perfect the legal system, the supervision and safeguards public security system ;and properly handle.the relationship between all the functional elements so as to establish a highly efficient, clean, honest, and service-oriented government.
