State program management, private service business model applies to Germany, Australia, Japan and Canada. Private sector as the main mode of operation is represented by the United States. In light of China's development stage and comparison with these countries, the article concludes with some existing problems with Community Health Services. Tanggu District in Tianjin as well as Xihu District in Hangzhou are used as examples for a study with Economic Analysis, and related proposals are given.
