Based on this, in present stage ,China, the peasant laborer takes a new emergence as a community. However,the society exists many institutional problems that does harm to the peasant laborer's rights and interests in the social management field, affects the peasant laborer to transform as the stable industrial worker and the urban resident. Then, how to regular its rights and interests safeguard, and realize the dream that the peasant laborers integrate finally to the entire urban society, which has a significant effect in our harmonious society's construction . In other words: under the dual system the peasant laborer and the city in materially are strange, although they have contributed urban economy prosperous, they themselves are actually under the situation of exploitation, this not well distributed condition is no use to the urban steady progression, only the society has the same rights in the aspect of education, medical service and society ,of course,they take activities posotively ,develop themselves actively in politics and culture.
