【内容提要】应对旅游发展新形势，旅游公共服务体系建设已经成为我国旅游行政体制改革的一项重要工作。本文在科学把握旅游公共服务体系内涵的基础上，综合相关研究以及国内外旅游公共服务实践，从服务内容构成、供需主体、供给模式等方面对旅游公共服务体系进行了全新架构。通过合理的旅游公共服务供给模式以及**必要的监管，达到有效配置旅游公共服务资源，为公众提供温馨、舒适、安全的旅游公共服务，同时也为行政管理部门提供具有理论基础的决策依据，以指导和推动我国旅游公共服务实践。

【英文摘要】The construction of tourism public services system has become an urgent and important task for tourism administration reform to adapt to the new situation of tourism development. This paper put forward a new tourism public services system from content composition, the main bodies of supply, demand objects, modes of supply etc., integrating tourism-related researches and tourism public service practices at home and abroad, base on an scientific understanding of the connotation of the tourism public services system, in order to achieve efficient allocation of tourism public services resources and provide more warm, comfortable and safe tourist environment with rational supply models of the tourism public services and government necessary regulation. Proposition of the theoretical framework of tourism public services system is to provide the theoretical basis of decision-making for the administration, and guide and promote tourism public services practice.
