【内容提要】构建新型工农、城乡关系，应以工农、城乡协调和融合发展、结构的协同转换为政策目标。工商资本大量进入农村是“双刃剑”，可以解决农村发展资金短缺的难题，也有可能使农民沦为工商资本的雇用而弱化农民的主体地位；发展农民专业合作经济组织，并将雪中送炭、携小扶弱政策与组织化有机结合起来实施，可以很好地确保农民的主体地位。从城乡财政体制一元化、对农民进一步赋予土地权益而增加财产性收入、增加向农民的转移性支出、提高农民工工资水平、强化以税惠农的政策等方面进行改进，实现国民收入分配向“三农”倾斜。在资源配置上，需要建立起能够促进生产要素在工农、城乡之间自由流动和公共资源在城乡之间均衡配置的制度。

【英文摘要】To establish new types of industry-agriculture and urban-rural relations it is important to ensure that policy-making be aimed at coordinated harmonious development of integrating industry and agriculture and covering both urban and rural areas. The author points out that promotion of economic cooperation organizations in the rural area along with policies of timely help biased to the disadvantaged can be an effective way to safeguard the position of the peasants. In addition, unification of the financial and administrative systems in urban and rural areas, increasing the benefits of the land to add to the peasants' property income, increasing the peasants' share of transfer expenditure to raise the income of the migrant workers, intensifying the reform of favorable taxation policies towards the peasants and so on may eventually lead to a more favorably biased distribution of the national income to the rural area, agriculture and the peasants As far as the distribution of resources is concerned.
