【内容提要】全球性主导技术结构和主导产业更替的脱节与断裂，即技术经济范式的更迭是美国出现巨额贸易逆差，进而导致全球经济失衡和国际金融危机的最本质根源。推动和培育战略性新兴产业的成长，是积极应对国际金融危机，引领全球经济走向新一轮黄金增长期的根本途径。在第五次技术革命由导入期向拓展期转折的关键期，中国培育战略性新兴产业，关键是要把握技术经济新范式的内在要求和发展趋势，构建具有中国特色的开放式创新网络，实施产业组织模式和体制机制创新战略，形成产业资本主导金融资本的有机耦合系统。

【英文摘要】Disjointing and fracture of global leading technical structure and industries replacement, that is, an evolution of tech-economic paradigms, constitutes the root cause of the huge US trade deficit, which results in global economic imbalance and financial crisis. The key to answer to global financial crisis, lead global economy into a new round of golden growth period lies in promoting and cultivating of strategic emerging industries. During the critical transition from installation period to deployment period of the fifth technological revolution, the key to cultivate Chinese strategic emerging industries lies in mastering inherent requirement and development trend of tech-economic paradigms, building an open innovative network with Chinese characteristics, implementing industrial organization model and innovation strategy of systems and mechanisms, thus forming an organic coupling system with industrial capital predominant over financial capital.
