This issue is gonna be in hot debate for a long long time. Just look at the numbers of students of TOP 4 universities of China who are to pursue their education at abroad after graduation, let alone how many of whom will be back to China when they got their overseas degrees, one must feel shocked. What's wrong with china's education? Why so many people choosing to study abroad and not come back? Nowadays, rich people always want to their kids to study abroad because overseas education if of high quality than China. But is this the truth, I'm sure you all can tell!!!
DO NOT LET CHINA BRAIN DRAIN WHEN SHE IS IN THE PROGRESS OF FAST RISING~~~~

Of course, a  floating  population brings more benefit.  Just as an investment, the aim is to get profit. Although investments are always companied by risks.
Those countries  favoring immigration and emigration are broad-minded. Some countries offer scholarship for international students for their further study,and immigration is a means of payback.  Motherlands face a threat of talented people reduction, but with their siblings play important roles in international market, the national position will also be elevated.

This article mainly talks about how poor countries can benefit from the migration of their brightest citizens.

One of the reasons mentioned is the possibility of emigration may give people in poor countries an incentive to invest in education. I think this won't work in China. This incentive will encourage more Chinese to invest in not vocational education but high education, when there is a critical shortage of skilled manufacturing workers. This is a cultural problem more than an educational issue and it cannot be solved soon.

This is the comparative advantages as the David Ricardo's theory shown up in the internetion labor market.There are five or six times benefits for workers working in the developed countries than at their home.apparently they will make the best choice to them whether they are skilled or not.I think this is a good phenomenon in this recent gobalized world ,for it gives a chance that  workers from poor countries can also share the benefit of glorious economy.

人才流失应该是各个发展中国家的通病,中国有句古话“人往高处走,水往低处流”,发达国家不仅仅可以提供高的薪,同时也能提供更好的发展机会,我想这才是最根本的原因吧。呃,说得不对请别介意。
