We should understand that whether the immigration or the emigration are good for one country's welfare or both countries' welfare is not a certain idea now, however, the most emergent problem we are facing to is the barrier. The migration of workers from one country to another country is called the Temporary Movement of Workers in the GATT and the GATS. It has come out that most of the TMs benefits the "home countries" and their workers, for the home countries are mostly the developing countries and the workers' wages would be double in the "host countries", and the temporary workers can support their home countries through the remittances and higher technologies they learned abroad. So the host countries which are mostly the developed countries are now setting a series of barriers to this TM, for example, lower the incomers' wages and limit their staying time etc. At the same time, the developed countries also want to absorb the skilled workers or the professionals from the developing countries, so they have made some provisions to attract those people to stay longer and offer them the best convenience to become permanent citizens. All of these provisions are barriers to the liberalization of workers. With the perfect experience of the success of the CSME(CARICOM Single Market and Economy), the WTO should take a further step to the liberalization of the service trade between countries.

it is true that migration have two kinds of effects,the good one and the bad one .  though many studies found  that  mogration could bring much benefits i still   think  the weaknesses  are  more than advantages. if the skilled or high educated people stay at home  they can educate more people or help more people so they can  creat more products  or GDP. IF the skilled or high educated go abroad there is only himself creates high GDP。
it  is  right  the people who go abroad are mostly high educated . maybe when they got the high education they  find they need more .    the psychologist Abraham Maslow  can explain this phenomon.

Will remittances,passport to riches explain the benefit of brain drain ? and the brightest citizens' emigration is a brainy decision , right ? well, i think that is quite absurd ···
Can money measure the contribution of  knowledge and ideas ? just as the Matthew Effect, the developed countries will become increasingly prosperous while the poor countries will  gradually more impoverished..

Nowadays, more and more Chinese student choose to study abroad. I am a senior in university, and some top students leave our country. When asked, they will say they may not go back when graduate. In this form, more students was incented, and seek the gold mine outside. How can we turn them to be returnees?

brain drain for china.for decades, china has been performing the most wonderful episode in economy, and now ranks no.2 according to GDP. comparing with the past, we are not so short of money, but a lacking of ideas and innovation.

There are more subtle ways in which the departure of some skilled people may aid poorer countries. Some emigrants would have been jobless had they stayed. Studies have found that unemployment rates among young people with college degrees in countries like Morocco and Tunisia are several multiples of those among the poorly educated, perhaps because graduates are more demanding.

楼主今天选了一个super good topic and a very good article.

这个问题也是很多海外留学生所争议的(不包括出国一年镀金的),主要是有实力留在国外而又因各种原因想回国的,好多人矛盾。

这篇文章从一个很客观的角度论证了这个事,让我一个身在外海的人,也对这件事有了重新的认识。

我觉得,高科技人才流失,的确是有利有弊,至于利大还是弊大,这个不是我们一句两句话能够说清的,而且很多潜在的因素和优势,也许会随着时间的不断推移而显现出来,现在我们还是“不知庐山真面目,只缘身在此山中”。

表面上看,很多发展中国家确实因为种种因素,不能留住高科技人才。但是这些人才,有别于我们所谓的ABC,BBC。她们是土生土长的发展中国家的人。她们受的也是自己本国的教育。所以就算后来移民了,大多数还是会心怀故土,从各个方面支持和回报祖国,印度就是很好的例子。

而且如果只是单单从多少人留在国外,多少人回国来计算,未免狭隘了一些。很多人虽然身在国外,但是做的东西依然跟祖国有着很深的联系。甚至是在从另外一个方面帮助自己的国家。比如很多中国在海外读博士的学者,发表的论文题目大多数还是跟中国有着或多或少的联系的。所以这个我们也可以看做是,我们在利用外国的资源,帮助我们解决自己国家的问题,如果只是考虑谁拿到学术成果或者论文成果,这个恐怕有些狭隘了。

当然,这其中还是有些不足之处,我就不在这里列举了。就是参与讨论讨论。
