2012年度国家自然科学基金委员会与英国皇家学会合作交流项目指南

　　根据国家自然科学基金委员会(NSFC)与英国皇家学会(RS)的科技合作谅解备忘录，双方每年共同资助中英研究人员之间在合作研究基础上的开展合作交流项目（Joint Projects）。RS对每个项目提供每年最多6000英镑的资助，用于中国研究人员在英期间的生活费和英国研究人员访华的国际旅费；NSFC资助中国研究人员访英的国际旅费和英国研究人员在华的生活费。
　　一、申请人资格
　　1. 申请人在开始执行本项目时，须是2012年12月31日以后（含）结题的国家自然科学基金在研项目的负责人或主要参加者。在研项目是指面上基金项目、青年基金项目、地区基金项目、重点基金项目、重大基金项目、国家杰出青年基金项目、联合资助基金项目和创新群体项目。在读学生不得申请。
　　2. 中英双方申请人需分别向NSFC和RS递交项目申请，单方申请将不予受理。
　　二、项目执行期限
　　每个项目实施期限为两年，2012年4月1日至2014年3月31日。
　　三、申报要求
　　1. 项目须以在研基金项目为依托，且合作研究内容与在研基金项目密切相关。
　　2. 申报路径
　　申请人须登录ISIS科学基金网络系统（http://isis.nsfc.gov.cn），在线填报《国家自然科学基金国际（地区）合作交流项目申请书》。
　　具体步骤是：选择“项目负责人”用户组登录系统，点击界面左侧菜单栏中的“申请国际合作类项目”，再点击右侧“新建申请书”按钮，在项目类型中选择“合作交流”，之后点击右侧的“请点击展开子类别”，选择“NSFC-RS项目（中英）”，点击“填写申请书”按钮即可填写具体内容并在线提交。
　　3. 申请书填写说明
　　（1）项目申请书中，中方及境外人员信息栏的第一名默认为双方项目负责人，且双方申请书中的项目名称（中英文）、双方依托单位（中英文）和双方项目负责人应严格一致，以便项目评审工作顺利进行。
　　（2）申请人填写申请书中“项目执行计划”时应注意说明出访人员姓名、国外停留时间、拟开展工作介绍及日程安排，出访人数在一人以上请分别按人次列出；同时，说明来访人员姓名、在华停留时间、访问地点、拟开展工作介绍及日程安排，来访人数在一人以上请分别按人次列出。
　　（3）申请人填写申请书中“经费预算表”时应注意出访经费限中方出访人的国际旅费。
　　4. 附件
　　需要作为附件与申请书电子版一同上传的文件有：中方申请人和出访人员、英方申请人和来访人员的个人简历，内容含近期公开发表的有代表性的文章目录（不超过6篇）。
　　5. 报送材料
　　除网上提交以外，申请人须将系统自动生成的PDF申请书文件与附件打印一套，经本人签字和单位盖章确认后，于2011年10月10日前递交或邮寄（以邮戳为限）至国家自然科学基金委员会国际合作局西欧处（北京市海淀区双清路83号，100085）。
　　四、申请截止日期和通知结果日期
　　中方申请人向国家自然科学基金委员会递交申请的截止日期为2011年10月10日。评审结果将于2012年1月底前网上公布。

International Exchanges Scheme

This scheme is for scientists in the UK who want to undertake a collaboration with scientists overseas through either a one-off visit or bilateral travel.

In view of the Comprehensive Spending Review in 2010, the Royal Society has unfortunately had to streamline its mobility grant portfolio. The International Travel Grants and International Joint Projects schemes have now been replaced by the International Exchanges Scheme. This is a new and more flexible travel scheme, which combines elements of both former programmes.

The Royal Society is grateful for the support of the Daiwa Anglo Japanese Foundation, which has funded 15 joint scientific projects between the UK and Japan since 2007.  Applications for 2-year projects with Japan are encouraged for the current round, which closes on 30 June 2011.

Eligibility requirements
The scheme covers all areas of the life and physical sciences, including engineering, but excluding clinical medicine.

Both the UK applicant and overseas applicant must:
■have a PhD, or be likely to have a PhD by the time the funding starts
■hold a fixed or permanent contract at an eligible organisation for the duration of the project (ineligible organisations include industrial, private and commercial organisations, university spin-out companies,  government bodies and research institutes and research councils)
■be based in the respective countries at the time of the application
Collaborations should be based on a single project and travel can only take place between the UK and a country where the overseas collaborator is based.  In the case of cost share applications (see below), a relationship between both parties should already be established prior to making an application.

The International Exchanges Scheme is available for travel to all countries outside of the UK.

Applicants should ensure that they meet all the eligibility requirements, which are explained in the scheme notes (PDF).

Value and tenure
The funding available is dependent upon the length of the visit.  Applicants may request:
■up to of £3,000 for one-off travel lasting up to 3 months
■up to £6000 for multiple visits to be completed within 1 year (including a maximum of £1000 for research expenses)
■up to £12,000 for multiple visits to be completed within 2 years and cost share projects fixed at 2 years (including a maximum of £2000 for research expenses)

Cost-share programme
Depending on which country your collaboration is with proposals can be considered as a cost share application.  This entails the UK applicant submitting a proposal to the Royal Society for up to £12,000 AND the overseas applicant simultaneously submitting a proposal for an additional amount up to/equivalent to £12,000 to a partner organisation, with whom the Royal Society has a funding agreement.  For details of countries covered, application and eligibility requirements please read the cost share programme scheme notes (PDF).

Application process
Applications are initially reviewed by members of the International Joint Projects panel with the most appropriate scientific expertise. Following this a shortlist is drawn up which is reviewed by the panel Chair before a decision is made. Results are available approximately 4 months after the round closes.
