Two chambers of the congress didn’t get agreement and advanced rival budget plans on Monday, which unsettled investors and financial market fell, although not a devastating selloff.
Ratings agencies require the lawmakers to reach deeper long-term budget cuts, otherwise they will downgrade US’s AAA credit rating, resulting in higher borrowing costs thereafter.
Obama insists tax hikes as part of the solution. Democrats leading the Senate aim to raise debt ceiling by $2.7 trillion, phase spending cuts over 10 years, and increase tax on the wealthy. They dislike proposed cuts to popular social programs. House Republicans strongly oppose tax increases. Boehner, representative of House Republicans, proposes to raise the debt limit in stages, deliver budget savings by means of an overhaul of the tax code and a reform of expensive health benefits. Some form of a balanced-budget amendment to the Constitution is also included in his plan.
August 2 deadline is coming but lawmakers still refuse to compromise. The most likely scenario is short-term evasion of default while bumping the U.S. credit rating down to AA.
