补贴农民是一种奖励办法，避免农民生产质量不合格的产品，类似于黄金掺假。

你的意思是，掺假黄金和纯黄金价值是一样的？
难道不是掺假黄金价值低于纯黄金？
你反正也是1元一斤，农民当然生产价值低的掺假黄金来换啊，谁生产纯黄金谁亏呀。

严格质量监管，不合格不达标的产品，视为伪劣假冒，禁止销售。还有，也可以考虑采用统一品种，或设立种子清单。等等。总之，目的是一个，保证产品颗粒饱满成分稳定。

种玉米可以啊！在粮食不足的时候多种玉米是应该得到鼓励的。首先是吃饱然后才是吃好。所谓吃饱是满足营养需要。所谓吃好是在吃饱基础上美食化，包括口味了，花样了，特色了，等等。

问题是你怎么吃好啊？农民就喜欢种产量最高的品种，这样卖钱多啊，你哪来的口味花样特色？

粮食不够吃的时候，粮食货币（粮票）是很方便可行的控制手段。富人在此时想特殊也做不到。

粮食货币不同于我们所知道的我国曾经发的粮票。那种粮票不是货币。
