Mr. Cameron urged the eurozone to take a comprehensive plan to go ahead of the market to stop economic recession, not just bit by bit as before. He wanted Germany and other euro country members to take collective responsibility and increase the firepower of eurozone’s euro440bn bailout fund. He also endorsed a new round of EU bank stress tests, in which write downs based on market value of sovereign debt holdings might require more capital to inject into the banks, including the  state-owned Royal bank of Scotland. He also called for EU to safeguard non-euro members' interests, not just integrating the single currency area.

欧盟的一体化进程显得过快了，在没有经验可以借鉴的情况下难免会有很多的问题，当很多隐藏的危机爆发之后就难以收拾了，希望欧盟能渡过这一难关，这样以后新的一体化进程就有了可以借鉴的经验了。
