The editors appreciated your mentioning of a trade-off between efficiency and fairness in China, but agreed that the manuscript did not make a sufficient theoretical or empirical contribution to warrant publication in a journal like XXX that focuses on both empirical and theoretical analysis. The editors agreed that the paper could benefit from the definition of a clear argument that is substantiated by evidence, and from a thorough grammatical revision.
