Firstly because someone has enough money,he doesn't like find a job.

Secondly because one cannot find a job around his home, and do not want find a job in a remote place.

Thirdly there are some job informations,but the unemployes don not know them.

additionly,the unemployes don't accept the present wage.

　　put it simple,there are three kind of unemplomeny in the society:Fricitional unemployment,Structural unemployment and cyclical unemployment.When econonists talking about full employment they mean the society uses its scarse resources fully.as far as labor market is concerned,that means no cyclical unemployment exists.But the former two kinds of unployment still exist-they will alwats be in any society in any time.So there will not exist such things as 0% unployment.
