There have been dramatic shifts in the behaviour of labour markets and the
conduct of industrial relations in the last century. This volume explores these
changes in the context of four societies: Germany, Sweden, the UK and
Japan. The author demonstrates that, despite their manifest differences, for
long periods these countries’ labour markets were similar in many important
respects, but that at crucial moments they were shunted on to entirely
different tracks.


The emphasis is thus on complexity, contextuality and contradiction in
the interaction of economic and political processes, rather than on success
stories and failures. The organisation of labour markets and the emergence
of nationally specific patterns of industrial relations are shown to be the
result of ongoing processes of problem-solving. Power relationships between
employers, trade unions and governments are mapped out in detail, and the
experiences of the individual countries are contrasted. Crucial to the
outcome is the role of tradition within individual countries, which is,
paradoxically, an agent of modernisation.


Among other things, the book discusses:
• the failure of neo-corporatism in Britain in the 1970s, and the subsequent
rise of Thatcherism.
• the rise of Japan as a model for orderly industrial relations in the 1970s.
• the collapse of the German and the success of the Swedish labour markets
in the 1930s.


Throughout, the book combines specific national factors and comparative
analysis.

ECOFIN Council from January to June 1992. After leaving the Cabinet in

Barry Eichengreen is John L.Simpson Professor of Economics and Professor

The overambitious foreign policy of British governments in the 1950s has
been frequently blamed for the country’s relative economic decline. One
aspect of those ambitions was the intention, then as now, to ‘take the lead’
in Europe by resisting schemes for regional economic and political union
and leading the continent towards one worldwide international economic
system.
The authors take the first hard look into the semi-secret and hitherto
ignored world of Britain’s import controls in the 1950s and come to fresh
and disturbing conclusions. They show that the Labour government after
1945 did have positive policies to develop Britain’s industries, but that these
policies were sacrificed after 1949 in pursuit of a worldwide foreign policy.
The effect of import controls, they show, has been underestimated. Removing
them was a prime cause of the balance of payments crises of the 1950s and
thus of the failure to reassert Britain’s place in the world.
Is there, then, as is often argued by the Left in Britain and the Right in
the USA, a case for a return to import controls as a way of reviving
manufacturing? The book reviews the historical evidence on whether after
1945 trade controls did in fact lead to higher levels of employment and
output and greater manufacturing diversity in British industry. Trade controls,
the authors suggest, were appropriate to one stage in the rise of the executive
state; in a different stage of state development they might have little relevance.

of Rome, La Sapienza. A specialist in classical monetary theory and in the
Cambridge School of economics, she is the co-author (with A.Rosselli) of
Ricardo and the Gold Standard and co-editor of The Economics of Joan
Robinson. She has published articles in Economica, Revue d’Economie
Politique, Cambridge Journal of Economics and Review of Political Economy.

Lawrence H.Officer is Professor of Economics at the University of Illinois.
He has been Visiting Professor at the University of Chicago, Research
Consultant at the Bank of Canada, and Consultant at the International
Monetary Fund. His academic specialities are monetary history and
international economics, and his most recent book is Between the Dollar—
Sterling Gold Points: Exchange Rates, Parity and Market Behaviour.

Annalisa Rosselli is Associate Professor of Economics at the University of
Rome, Tor Vergata. She graduated in mathematics and studied at the London

examine the historical experience of exchange rate behavior under different
monetary regimes. The main focus is on metallic standards and fixed exchange

This fascinating study uses Domesday Book data and management science methods to examine manorial
production efficiency in medieval Essex in 1086. Production Efficiency in Domesday England, 1086 reveals
unexpected facts about economic history.

Some of the issues discussed in this study include:
Which tenants-in-chief ran efficient estates?
How was productivity affected by soil type, the size of the estate, the tenancy agreement, the institutional
framework of the time and the proximity of a market centre?
Which inputs made the major contribution to the net value of output?
Did slaves make a greater contribution to the manorial lord’s net income than peasants?
What was the effect of feudal and manorial systems, which discouraged mobility of inputs, on the system
of production, input productivities and total output produced?
Given technology and the institutional framework, were estates run efficiently?

Contrary to the view that Normans ran their estates haphazardly according to local custom, the efficiency
analysis shows that Domesday estates were run at similar efficiency levels to comparable production units
in more modern economies. Nevertheless, the calculations indicate that the feudal and manorial systems
imposed a substantial economic cost.

This book is a remarkable contribution to economic history and medieval studies; it will be of great

The repeal of the Corn Laws in 1846 was a crucial, formative moment in the
development of the modern world order. From that point on Britain, then
the world’s leading economic power, was committed to the path of free (or
freer) trade. This path in turn had a major impact on the development of a
more open and integrated world economy.

This book is Volume I of Freedom and Trade, a three-volume project to
mark the 150th anniversary of the Corn Laws’ repeal which originated at a
major 1996 Manchester conference of international scholars. Free Trade and
its Reception examines the Corn Laws and their repeal, and explores the
development of free trade ideas in Britain and around the world.

The contributors to this volume, from Britain, Europe and the United
States, include many of the leading international experts working in the
