China kicked off the National People’s Congress (NPC) on 5 Mar, and Premier Li Keqiang delivered the Government Work Report at the opening ceremony, laying out concrete economic targets and policy tasks for 2018. We sense the policy focus has shifted clearly to the supply side, with an emphasis on innovation, industrial upgrade and reforms. Meanwhile, demand-side measures (i.e. growth stimulus) are taking a back seat, in part reflecting policymakers’ confidence in the economy, in our view. The overall policy tones are consistent with the 19th Party Congress and the Central Economic Work Conference late last year.
