【内容提要】2009年，中国经济成功地走出了2008年第三季度以来深度下滑的低谷。当前，整个宏观经济形势正处在一个企稳向好的关键时期，经济回升的基础进一步巩固。2009年12月5日，中央经济工作会议全面、细致的部署了国家2010年的经济政策方针。中央明确提出要加快解决涉及人民群众切身利益的问题，即就业、住房、社会保障、改善贫困地区办学条件、医疗、安全生产、公共卫生等民生问题。加快解决民生问题是我国扩大内需，打造经济增长内生动力的关键。解决就业问题，使人们的生活得到基本保障；完善社会保障体系，使百姓能够放心花钱；加强公共卫生与医疗建设，使人们的基本权益得到保障，均有利于刺激消费需求，从最根本上推动宏观经济的发展。在此背景下，受相关部门委托，以中国人民大学劳动人事学院唐鑛博士为组长的课题组完成了《2010年人力资源与社会保障事业发展的环境与展望》报告。现刊登该报告的部分内容，以飨读者。

【摘 要 题】政策分析

【英文摘要】In 2009, China's economy successfully went through the deep downturn since the third quarter of 2008. At present, the overall macroeconomic situation is at a crucial period stabilizing with a better performance, and the basis of economic recovery would be further consolidated. A comprehensive and deliberate economic policies in 2010 have been deployed in the Central Economic Work Conference, December 5, 2009, in which the authorities expedited solving problems involving the vital interests of the people, namely employment, housing, social security, conditions of schools in poverty-stricken areas, health care, safety and public health, such as these　livelihood issues that may　be the crux of domestic demand expansion and endogenous motivation creation of economic growth in China. From the perspective of fundamentally promoting macro-economic development, we should settle the employment problems to basically guarantee people's lives, improve the social security system to stimulate consumption, enhance public health and medical facilities to protect people's basic rights. In this context, commissioned by the relevant departments, the task force headed by Dr. Tang Kuang of labor and human resources in RUC completed the report of "Environment & Prospects of Human Resources and Social Security Development in 2010", this paper is the part of it.
