【内容提要】建国60年特别是改革开放30余年来，我国的就业工作取得了很大的成绩。但是，在就业领域存在的各种矛盾，如经济增长与就业增长的矛盾、国民经济重型化与扩大就业的矛盾、农村劳动力转移与城市就业压力增大的矛盾、就业难与“技工荒”并存的矛盾等，成为实施扩大就业发展战略的主要困难和障碍。只有在认真分析这些阻碍就业扩大的矛盾及其原因的基础上，才能制定出正确的就业发展战略。

【英文摘要】China has made a great success on the employment for 60 years since Foundation, especially for more than 30 years since the 1978 reform and opening up. However, contradictions in the area of employment became the main difficulties and obstacles in implementation of development strategies on employment enlargement, such as contradiction between economic growth and employment growth, heavy industry in national economy and employment enlargement, rural labor migration and urban employment stress, difficulty in employment and the shortage of skilled workers. Only based on a careful analysis of contradictions and its reasons, can we carry out proper employment development strategies.
