BEIJING—In his first public comments on Washington's debt deal, China's central bank chief welcomed the passage of the bill that avoided a U.S. default but called on the U.S. to adopt "responsible measures" to manage its debt issues and pledged to continue diversifying China's dollar-dominated currency reserves.
The comments Wednesday by People's Bank of China Gov. Zhou Xiaochuan came as the country's state media continued to condemn Washington over its debt problems, and as one of China's smaller credit-ratings companies downgraded its sovereign rating for the U.S.
Mr. Zhou, in a statement on the central bank's website, warned that U.S. bond-market volatility could affect the stability of the entire international monetary system and "encumber the global economic recovery." He called on U.S. policy makers to "act in the interests of themselves and the whole world" in further addressing debt issues. He said China will watch developments while continuing to diversify and strengthen risk management of its foreign-exchange reserves.

A last-ditch deficit-cutting plan was finally approved, warding off the immediate specter of a catastrophic U.S. debt default, but failed to dispel fears of a credit downgrade and future tax and spending feuds. China keeps urging the US to take concrete and responsible policy measures to deal with its debt issues and to protect investor interests, as uncertainty in the U.S. Treasuries market will undermine the global monetary system and hamper global growth.
Three major ratings agencies, Moody’s, Standard & Poor’s and Fitch Ratings, although haven’t downgraded the US’s AAA credit rating, almost all put negative outlooks on it. S&P said if lawmakers fail to craft a meaningful deficit-cutting plan, it will cut the U.S. rating in the next three months with a 50-50 chance. Moody’s argue that it will downgrade U.S.’s credit rating within 12 to 18 months if U.S. economy deteriorates or fiscal discipline weakens and no further steps are to be taken in the coming year. This is the similar case with Fitch Ratings.
To reverse the slump performance of the U.S. equities, to take possible short-term measures to strengthen the economy and to levy more taxes on the wealthier seem to have to be taken into consideration. But disputes come out soon after the passage of the deal as Democrats expects to increase taxes while Republicans are in favor of more spending cuts.
