i am very curious about the indexes which are used to esteminate the rating. tonight there is a wedding near my dormitory so it is very turbulent now.

Moody’s lowered Japan’s credit rating from Aa2 to Aa3 five months after the earthquake and tsunami disaster and just one week before new prime minister is to be elected.
Japan’s debt status is serious as the total amount exceeds 200% of annual GDP compared to the US’s 75% and 50% of Japan’s central government budget is financed by bond issuance. The natural disaster in March forced the government to spend more to compensate and rebuild households, and to invest more to rehabilitate the economy. The government budget leaves large deficit even if consumption tax increases from 5% to 10% or 15% without spending cuts and additional levies, let alone political leaders’ reluctance to take any measures to curb borrowing at present. Furthermore, the prime minister is to be changed, and the candidate for election, Finance Minister Yoshihiko Noda, is challenged by other less willingly debt-concerned ones. The situation is worsened by private and public sector’s lowered expectation of Japan’s growth rate.
Fortunately, the downgrade impact is unlikely to be as dramatic as that of the US and the repeated downgrades in Europe. It’s not the first time Japan is downgraded, and because the debt is largely held domestically, it has been impervious to dramatic fluctuations in investor sentiment.
