I dont have too much  confidence on EU because the EU is a alliance, each country focus on his own consideration  issue. The consequence is no any agreement between those countries can be implemented thoroughlly like a united nation.  It has a long way to go.

As all we known that each country is on  their own people's and nationality's behalf. EU was united as a whole, just 'cause it could give each country more. And now, things have changed. The most clever to do is to do it yourself to satisfy your people's claims. as so far as other countries, who cares.
