I am sorry to inform you that I have decided to reject your submission, MS 16641, entitled "On the Interrelations of………………" for publication in Review of Economic Studies.
Since the full refereeing process is costly and time-consuming, we carefully review each manuscript before subjecting it to this process in order to ensure that it is appropriate for the journal. In particular, we evaluate whether the manuscript has sufficiently high chances of receiving a favorable review, as otherwise the costs to the authors in terms of delay of publication and for the referees in terms of reviewing time are too large. We consider manuscripts not appropriate if the research question is too narrow or the analysis to limited in scope, in which case we think that a timely decision will allow a faster submission to another more fitting journal.
In the case of your submission, I enjoyed reading the main idea in your work. I do think that you are potentially after an important point. Nevertheless, the analysis is at the moment rather reduced both in its theoretical argument and unfortunately in its documentation. The narrative style of the current paper is more suited to a journal that publishes letters. For REStud more formal analysis of the current state and possibly supporting data (either from China or from related cases in history) would make the contribution substantially stronger. Even simply a stronger theoretical focus that makes your assumptions and conclusions more precise would make it more appropriate to this journal.
I understand that it may seem autocratic to make such decisions without the benefit of feedback from reviewers. However, I believe you would prefer receiving a rejection right away than to wait for several months and receive the same decision with a very high probability. Let me again stress that I do see merit in the research agenda, but think that the current contribution is too narrow and would benefit from a clearer tone, a clean model, or clean data. While certainly disappointing in the short run, I hope that in the longer run this outcome will allow a faster publication of your manuscript.
