On May 22, New York mayor Michael bloomberg announced a report showed that the United States was losing global talent competition advantage by adverse effects of immigration policy. Because the immigration law cannot adapt to the needs of the economic development, the setting visa restrictions and serious bureaucracy system obstacle has caused a lot of brain drain and economic loss.
It makes me in view of many Chinese aspire for immigration to go abroad even if foreign immigration policy is rigour. Free markets require increased legal immigration, but the immigrants seek what?

Immigration policies is always hotly discussed in politics. US gained a lot from immigration, but Europe seems to have much trouble from that. The methods and rules are important.

Legal immigration brings intellection and capital investment, which are key elements to develop productivity.
But I think free market requires not only immigration, but also human resource outflow. Or in another world free markets need to enhance their people interflow between different countries. Not only come in, but also come out.
